The United Nations (UN) has called for policies to protect African nations from unregulated imports of electronic waste. The UN's Environment Programme estimates that over 50 million metric tons of electronic e-waste are produced globally, much of which finds its way to the African continent as charitable donations.[Isn't 'electronic e-waste' a bit redundant redundant? The Coming Electronic Health Record Software Disaster

The conventional wisdom seems to be that the United States as a nation needs to 'financially incentivize the adoption of Electronic Health Record technology'. While the intentions are good, what this seems to translate into is a rush in the next few years to get EHR software installed at all costs. If this is done in an uncontrolled fashion with proprietary EHR software the long term consequences will be disastrous and expensive.

There's a federal push to digitize health care records, but experts are worried over allegations that a Boca Raton company [Dr. Notes] cut some doctors access to electronic patient files after they failed to pay fees. It turns out there is no current law that would stop a software vendor from doing so, federal and state agency officials say. The laws that cover patient privacy and access to records apply to health care workers, not third-party vendors...of the clause in Dr. Notes license agreement, Just because it's in the fine print somewhere in a place a normal person wouldn't see it doesn't mean you can enforce it.

'...The challenge, according to the eHealth Initiative, is that fewer than 1 in 5 of the nation’s practicing physicians currently process prescriptions electronically. Studies indicate that most physicians have been reluctant to adopt electronic prescribing largely because of the cost of the systems, and a perception that the technology requires too much time to learn and install. Historic Opportunity for Electronic Medical Record Unification in Texas

Three major healthcare groups: Harris (Houston) and Tarrant (Dallas) County Mental Health Mental Retardation Authority (MHMRA) and Gateway to Care are either near Request for Proposal (RFP) or already have proposals for Electronic Medical Record (EMR) systems. A decision will be made in the next two months. Linking the MHRMRA's and Gateway to Care via the same EMR system would be a historic, rare, once-in-a-lifetime opportunity. For the success of these initiatives and the future of our patients, it is of critical importance that the systems chosen 1) be non-proprietary, Free and Open Source Software (FOSS) licensed products and 2) use the same software base. Advocacy for such a system by Houston Psychiatric Society and its members is crucial.
